Under the direction of the CDBG/SHIP Team Coordinator, prepares reports, monitors activities, gathers and analyzes data, and planning documents related to the newly created Neighborhood Stabilization Program (NSP). The position involves presenting information through written and oral reports to Boards, Commissions and City Council. The updating, creation, and implementation of all grant related reports and documents are a key component of this position. Employees must have considerable communication with City administrators, subrecipients, regulatory agencies and the public. Performs other related duties as assigned.

Individual(s) assigned to this classification must report to work per their assigned schedule.

SPECIFIC DUTIES AND RESPONSIBILITIES:
Ensures compliance with all NSP and Department of Housing and Urban Development (HUD) regulations.
Completes all required reporting requirements in accordance with NSP and HUD regulations.
Coordinates all programs associated with the NSP program.
Ensures subrecipient compliance with NSP regulations through review of monthly reporting, desk and onsite monitoring of each subrecipient.
Manages the DRGR system.

Researches, compiles, analyzes, and displays data for problem solving and official publication regarding assigned area of specialization.

Researches applications and grant opportunities related to area of specialization.

Prepares economic development and redevelopment policies and strategies.

Reviews and analyzes various reports, studies, and other forms of documentation to gain information, determine compliance, and apply to assigned planning tasks.

Compiles data and assimilates such into various reports and records for documentation purposes, accountability, and future reference, i.e., impact studies, population data and analysis, maps, diagrams.

Analyzes demographic, statistical, and other forms of data relevant to area of specialization for incorporation into comprehensive planning tasks.

Writes articles for booklets, brochures, newsletters and other publication media.

Provides oral presentations in various forums concerning their area of specialization, how issues are addressed, and projected impact(s).

Responds to public inquiries both orally and in writing concerning the NSP program and other housing issues.

Researches and prepares draft ordinances and resolutions concerning area of specialization.

Attends and participates in various city meetings relevant to design and plan review, planning and zoning, stormwater, construction/development, and area of specialization.

Ensures the maintenance of accurate documentation, recording, and reporting of data processed.

Performs graphics functions, i.e., mapping, traffic modeling.

Performs related work as required.

MINIMUM QUALIFICATIONS:
Associates Degree with course work emphasis in Public Administration, Urban and Regional Planning, Economics, Geography or closely related field is required. Bachelors degree is preferred. Minimum two (2) years specific vocational experience that provides an extensive knowledge of the HUD regulations, specifically knowledge of the Community Development Block Grant Program preferred. Bachelor's degree in Urban and Regional Planning may substitute for the preferred experience.

KNOWLEDGE, SKILLS, AND ABILITIES:
Has thorough knowledge of the Neighborhood Stabilization and Community Development Block Grant program.
Has thorough knowledge of state planning laws, environmental regulatory practices, and urban systems.

Has thorough knowledge of the codes, regulations, and ordinances regarding area of specialization, and the application of such to planning functions.

Has thorough knowledge of report and record maintenance principles and practices.

Has considerable knowledge of urban planning theory and techniques.

Has knowledge of construction terminology and design principles.

Is skilled in both written and oral communications for effective expression of concepts.

Is skilled in the analysis and interpretation of data and information.

Is able to interpret and implement strategies and relevant ordinances into planning functions.

Is able to read and interpret engineering plans and specifications.

Is able to utilize various modern computer applications, i.e., word processors, spread sheet programs, AutoCAD.

Is able to exercise sound judgment in accordance with established departmental policies and procedures.

Is able to establish and maintain effective-working relationships with supervisor, support staff and other personnel position interacts with.

Is able to organize and review work for efficient results and accuracy.
